4. How will we know it has improved? Pre-defined, measurable indicators that don't depend on the tool vendor's reporting framework.

When organizations can answer these four questions with precision, AI selection becomes straightforward. The tool is evaluated against a structural requirement — not the other way around.

The Cost of Sequence

There is a common objection: "We can figure out the structure as we go." This is understandable. Organizations are under pressure to move quickly. Vendors create urgency. Competitors appear to be ahead.

But the cost of wrong sequence is not recoverable quickly. When an organization deploys AI tool-first and the deployment fails to produce meaningful results, three things happen simultaneously:
